I like the concept. With Dimir Machinations I can't imagine you'd use that as control on someone. It seems like you are spreading yourself thin with tactics then. If you plan on using that on yourself then there are much better blue/black draw mechanisms such as lim-dul's vault or diabolic vision. I'd also drop Mindculling (too expensive). I'd drop mana leak for dissipation as well. I think you should drop the discard control aspect (mentioned earlier). This would let you drop some creatures/enchantments and allow you to put in some more mana ramp, draw mechanisms, and tap/unsummon/counters. I also noticed you have a lot of return creature instants. I assume that somehow maximizes your ninjitsu creatures?
