This is my take on a deck built around the Blistercoil Weird + Paradise Mantle combo. Essentially just resolve a Blistercoil Weird and attach a Paradise Mantle onto it making all of the cantrips in the deck essentially cost no mana and instrease the storm count by 1. Can go off on turn 2 if it doesn't get messed up. The biggest threats to this deck are Path to Exile, Ancient Grudge, and Nature's Claim.
T1: land, Blistercoil WeirdT2: land (or not, it doesn't really matter), Paradise Mantle, eqiup, tap Blistercoil Weird for a blue or red mana, cast a cantrip (Serum Visions, Sleight of Hand, Peek, Cerulean Wisps etc.) which untaps Blistercoil Weird so it can tap for another mana, rinse and repeat until the storm count is high enough and/or Blistercoil Weird is big enough and finish with a Grapeshot or swing for 20+. Spell Pierce for some protection. Gitaxian Probe, Manamorphose, and Cerulean Wisps actually net 1 extra mana when cast. Steam Vents is there for the option to cast a Faithless Looting before assembling the combo. Watery Grave gives the option for T1 Inquisition of Kozilek (would be Throughtseize if they weren't $70) after boarding. Sideboard: Leyline of Sanctity - to stop other storm decks, lightning bolt, lightning helix, Liliana of the Veil's -2 and countless others.Aphotic Wisps - Used if they have early creatures, mainly against Aura HexproofDismember - Because it's DismemberEmpty the Warrens - If they board in Leyline of Sanctity which makes Grapeshot uselessInquisition of Kozilek - Make them Discard the card that would mess you up the most, like Thoughtseize.Postmortem Lunge - If they have early removal, Lightning Bolt, Lightning Helix, Abrupt Decay etc.
