Deck Description

EDH/Commander deck with Captain Sisay as the general.
Lots and lots and LOTS of library-searching. Use Sisay, search for legends. In particular, search for Lin Sivvi, so you can search for rebels. With her, you can search for Skyshroud Poachers, and then search for elves. Particularly Piper, so you can get big creatures out easy.
Wheel of Sun and Moon makes that all the more hilarious, since it lets you easily get dead creatures back via searches.

I'm thinking Shield of Kaldra should be one of the first things you dig up with Sisay when you can get it out, to protect her...she's not very durable. Also, get Rofellos out ASAP for mana ramp. Depending on your opponent, get Linvala out ASAP as well. Get Rune-Tail early on if you can. Since you start with 40 life it's highly likely you'll still have more than 30 left once he comes out if you get him early. At that point you get his Essence right away and then your creatures are nigh-invincible. For added hilarity, get either Pariah or Opal-Eye.

Opal-Eye and Oriss make a great combo, completely nullifying one source of damage a turn. Oriss also combos well with whatever you might decide to put Pariah on.

Other legends to get early if possible: Reki. Get him out then start playing legends (not too hard with Sisay). Card advantage! Azusa: if you have lots of land, PLAY HER. Simple enough. Cho-Manno: If you can't get your hands on other means of defense for some reason (like if your opponent destroyed them), Cho makes a good blocker and Pariah target. Try to get your hands on both Hondens around the same time- they're legends too. With both you get 2 spirit tokens a turn (good for chumping) and 4 life a turn (never a bad thing). If you've got the mana, Mindslaver can get you out of a tight spot by completely fucking over your opponent's turn. If you've got a good amount of creatures but just don't have enough board dominance, go for Akroma's Memorial. The Kaldra equipments are also good to get out when you're in a pinch- a 9/9, colorless indestructable trampling hasted first-striker is a good equalizer. And if you really want to, you can always take the equipment off it...and bring it back later!

Tenza is good if you need to give a legend a nice 3/3 boost...for instance, if you want to prevent Rofellos from getting bolted or something.

Most of the enchants are not necessary, but will power up your board position a good amount. The rest of the spells are mostly utility- lots of enchant and artifact destroy and some permanent return- good for getting back things like Rofellos or Lin Sivvi. Also good for returning cards once you have Sun and Moon out, so they'll never go away again!
