I used to create a lot of decks back when this got released, but as you may see, nowadays I don't have that much time to hang around in MTG Vault. This is mostly because my studies and my girlfriend have found ways to keep me busy.

I was aware of the cards mentioned above, but I just wanted to create a deck that could take maximum advantage of Howl of the Night Pack.

Well, if you wish to win the games by milling your opponents, you should at least add cards that passively mill your opponents. Good examples are Grindclock (maybe the worst, but yet the cheapest), Curse of the Bloody Tome (lacks multiplayer effect), Memory Erosion (costs much) and Hedron Crab (pretty expensive too).

Those four cards could help your milling A LOT. If you need a single burst milling spells, get cards like Traumatize and/or Mind Sculpt.

Replace Elfhame Palace with either Blossoming Sands or Graypelt Refuge. Also, I would consider replacing Rot Wolf with something neat without infect, such as Witchstalker.
Otherwise, this one looks like a fun casual deck to play!

Flashfreeze and Gainsay just feel plain bad. Paying total of 4 mana just to counter a spell is not worth it. I understand your suggestions, but most of them suffer from the cruel fact of having this invisible line of text:
"This card costs an additional 1U to cast."

Dragonscale General is pretty good, though it doesn't work with Herald of Dromoka.

I like it! It is pretty much as budget as superfriends EDH can be.
If I may suggest a card, I would suggest adding The Chain Veil.
