An old land cycle (duals that come in untapped if u control a basic of one of the colors) that was in innistrad and M11 might be good, provided u have basics of each color that you need. Rootbound crag, hinterland harbor, and sulfur falls are not the most expensive lands compared to shocklands, but sulfur falls is about $10, and rootbound crag and hinterland harbor are about $5. Your land base seems ok, but your curve is kinda off i think. It would do you good to take out some of the higher-costed creatures because you need more ramp. Too many high mana costs, not enough mana acceleration to cast them quickly. Elvish mystic, llanoway elves, or even birds of paradise will be good in the deck. a playset of one of those cards will do, i think.

deck seems fine, but how are you supposed to cast sarkhan the mad? you have no black mana sources at all in the deck. also, is this standard or modern? its hard to tell, seeing that you have cards that are in standard (but rotating soon) and a standard manabase, as well as cards that are legal in modern (sarkhan the mad, utvara hellkite, scourge of valkas).

Mana base seems too little, but hey if it works...
Setessan Tactics may be better than Prey upon because u can wipe their field with all dat mana and Obelisk of Urd as well
