This is a Mining/Control Deck. Using Counters and Bazaar of Wonders to Slow/Stop Opponent. Use a few counter and Grimoire thief + Drowner of Secrets and a few of the counters to remove Opponents Library from the grave or put in graveyard. Either one works cause bazaar wont let them cast a spell if its in their graveyard. Sea hunter and Soldevi digger gets around Bazaar by putting it directly into play or putting it from your graveyard into your library allowing you to recast. And the toturs + Isocron Scepter allow you to get get all that stuff since its alot to have in a 60 card deck. And the lullmage mentor is late game control and masss creature producer since you get a merfolk for every successful counter which should be a ton of little merfolk running around. Ohh and he gives you another way to tap grimoire thief or more merfolk to use with the drowner. And for overkill, merrow commons lets you untap merfolk durring your end phase, so you can hit an opponent on his turn also.
