No, because if a commander is exiled it still returns to the command zone. The only way to really disable a commander is to put it on the bottom of it's library, and you probably can't do that in your colors.

Take out all of the crads that regenerate because regenerate doesnt work with sacradice and also take out xathrid necromancer, and doomed travler because two 1/1 counters isnt a lot in commander.

What I suggest you do is look for other vish kal edh decks online and use those cards.
Those came straight from a deck. And WHAT DID I SAY? tell me what to add in place of the cards you take out!
I dont think you will ever get to a place where you will use devote invocation because right when you get a creature out you will sac it.

You might be better off buying someone else's deck and then changing it over time, because it will probably be cheaper overall.
