This is basically a slight modification of the 2015 Izzet commander deck, with Jori En as commander. She (I think) seems like a lot of fun to play. Basically the point is to keep card advantage as much as possible and play as many spells as possible, taking advantage of some mild fun combo's, copy spells, stuff-stealing and more shennanigans :) Funplay!
