It looks like the deck might be a little slow and if something makes it onto the field you're in doodoo trouble! How about some unsummons or other return cards. just in case you miss something you can still send it back and set up for another counter. Also counterspells and manatithes would be better than essence scatter or negate as they are more flexible. It wouldn't even matter that they cost 2 blue since you're playing mono. Suggestions: +4 Mana Tithe, -4 essence scatter +4 counterspell, -4 negate +2 unsummon/into the roil, -1 arcane melee, -1 frightful delusion If you get a chance comment on my blue/white bounce deck.
