You're supposed to counter... everything. Ceremonious Rejection handles many of the top meta decks cheaply, in addition to all of the other counters that do the same.Also, the legendary lands are not essential and removing them can save ya $50.
The idea is to keep a hand with cheap counterspells, and get out cards like Baral, Chief of Compliance and Lullmage mentor in the early game while using said counterspells and Baral, Chief of Compliance to control the pace of the game.? Intruder alarm + Lullmage Mentor allows for an infinite counter-spell against the opponent, in that you can tap 7 Merfolk to counter a spell, causing a 1/1 to enter the battlefield, allowing you to untap all creatures.? Guile allows countered spells to be used against the opponent as well, and is another win-condition? Vapor Snag can handle un-counterable creatures
