I don't like USA that much as a color combination but it's the coolest and widest one imo.BEST CARDS/CORNERSTONES:Arcanis the Omnipotent: he protects himself, gives you 3 CARDS!!! and doesn't die to a bolt, what's not to love!Assemble the Legion: if you resolve this into an open board you win. . .Slagstorm: i like using it instead of bolt in decks that have no creatures with 3 or less health. It kills a crap ton of things in both competitive magic and just casual play, can finish off players and it is just one card that can kill more things. . .card advantage.
As all control decks, kill everything you don't like, take everything you like and win with great OP cards. . .In a mirror or just against any other slow deck you want to play Assemble backed up with a counterspell, if you resolve it you will probably win. If not Arcanis with mana open is also a great way to win. Vs aggro cards like Slagstorm, Warleader's Helix and Searing Spear are generally enough to keep you alive till you play something that wins you the game. If not you may want to board in Azorius Charm.My budget decks are supposed to let you have fun! Which is what i think MtG should be about, i try to make these decks as competitive as possible while still leting you to have a blast while playing them. If you can make your friends to spend around 50$ you could buy 2-4(some of my decks are under 10$) of my decks and make the experience even richer! Also don't just copy the whole deck(you can, but if you can improve something DO IT!), if you have a better idea pls let me know, i can't always make the perfect deck and sideboard. Again GL and HF!

whats your budget for this deck? id recommend +4 lightning helix +4 lightning bolt +4 glacial fortress +4 evolving wilds +4 glacial fortress +3 dissolve as a start. is still in a affordable range. your creature base is overpriced. some of the cards may be good in standard, but modern is a different format

My budget is around 25, also i won't make this deck, i just make a BUT LOAD of budget decks.For the creatures i LOVE Arcanis so i just included him, for mizzet and the spinx i just think they are cool and effective.
i like arcanic also, i always want to make him a commander
