One card I'm missing is "Teysa, Orzhov Scion". Her ability to create/recycle creatures and removal ability are second to none and she's a perfect partner for the council.

huh, excuse me while i take my foot out of my mouth. then might i suggest taking out the cards that exile people's graveyards? it seem like a few of your cards rely on taking creatures out of people's graveyards, and I don't see any benefit here that comes from removing them.
In EDH there are some decks that rely on creatures in a graveyard so it's worth having a couple to throw those kinds of decks off their game
He's right (tjninja13) without these cards, those decks are hard to handle...
