What's the focus of the deck? Are you going for aggro? Control? Stalling till you get your bruisers out? Also, look at adding Nicol Bolas, Planeswalker if you are going for a control deck. He is pretty expensive to get out, but as long as you get him into play he can mess things up. Also, Rakdos Keyrunes for mana ramp or a 3/1 with first strike.

You might want to think about adding in the fiend hunter/ Restoration angel combo. That'll allow a little bit of control if you need to stall, and the restoration angel can flicker out the fiend hunter if you find a better target to keep under wraps. Also, Sun titan would be a good add to this deck, because it'll allow you to bring back some of the lower costing creatures, like the birds, vexing devil, mayor, and strangelroot geist. You might want to dump the Parallel lives for four fiend hunters, Feed the pack for restoration angels or sun titans, or a combination of the two.

Throw in a planeswalker or two. If you don't want Liliana of the Veil, try to throw in a Gideon Jura. Also, timely reinforcements would be a great addition to the deck. It allows you to gain life and creature advantage if you play it right.
You might want to throw in a second Sun titan also. Its easy to have one take a hit and be removed from play, so the second one can reduce the risk of you losing that advantage the titan brings you. Also, throw a Grave titan in if you have one. It makes a good change upin the deck that can help you easily sweep the feild of everything you opponent can throw at you.

If you want to take chances, you could throw in some mindsheikers. Mindsheiker would allow you to get rid of your opponent's deck, and then boost your card at the same time. Also, Geist of Saint Traft. When He attacks, he himself deals 2 damage, but he also brings out a 4/4 Angel that's attaking also, forcing your opponent to question what card to block.

Is this for standard? If so you need to replace green sun zenith. You might want to also focus on cards with death touch so that you have something else to work with. Like ambush viper, or glissa the traitor. But good job on the deck

Maybe throw in a rebuke or to to prevent any early games attacks, and a Geist of Saint Traft for good luck? Good deck, this should be a beast

Seems pretty good. Maybe you might want to switch black for white. You could use more removal cards in your deck, because prey upon isn't the greatest. It only works if you have a bigger creature that your opponent.

Why not run a few evil twins also? Slightly higher cost, put copy an opponents card, then destroy it with Evil Twin's affect

You should drop your Myr's for Llanowar Elves. Llanowar Elves are a one drop that's common, meaning you can drop it on the first turn and use it as a turn 2 land to get a 3 drop creature. Using the elves can bring the Hydra out with even more counters on it, making grow that much faster.
Another suggestion is to add counter spells into this deck. Nothing worse than to have a Hydra on the field and for your opponent to O-Ring it.
And you should have less islands and more forests. The ratio should be closer to a 15 Forests to 9 Islands or so. But it your deck.
But I like this deck! Primordial Hydra owns!

It isn't close to being a control deck. Normally a control deck has more cards like Mana Leak, Negate, and Cancel to prevent your opponent from playing their spells. Then control decks have cards for getting rid of your opponent's creatures incase they do get cards onto the feild. Black and white are very good at destroying cards, especially black. Black has access to cards like Black Sun's Zenith, Doomblade, Go for the Throat and Deathmark. I'm sure there are a lot more cards, but those are all I can think of right now.

On the flip side of that, Tezzeret isn't really a good card for a control deck. His finishing move is amazing for any deck, but he has more synergy with an aggressive or aggro-control deck. He has the ability to get you some artifact creatures, then after you summon them he can magnify the damage that they can do. You might want to look into Tempered Steel decks, which realy heavily on artifacts, and build that around Tezzeret.
But its a very good first try

How do you keep smaller, faster decks from killing you before you get out your titans? My suggestion is to throw in some smaller creatures, or even get a jump on the zombie tokens with a Zombie Infestation card or two. But that's just a suggestion

Llanowar elves are amazing for a one drop. They are great because they increase the amount of mana that you have, allowing you to summong larger creatures faster. Rampant growth is ok, but I believe that fetch lands like terramorphic expanse are better because they don't use mana and both get you a tapped land. But its just a thought

You also might want to look into adding the new Garruk card thats about to come out with the set. I tried running a deck similar to this at my first FNM and it was destroyed by 2 control decks, and UW and a WG. You might want to add some things that are hexproof into your deck, such as Dungrove Elder. Also you might want to throw something for mana searching. Just incase you don;t get the mana you need or the Birds of Paradise out.

Conundrum Sphinx vs Belltower sphinx. Conundrum is a 4/4 flying for 2 UU that allows both you and your opponent to name one card, draw, reveal, and if you named the card drawn you get it. If you have anything like perordain or foresee, you can add that to Conundrum to get a second card, and unless your opponent is good at guessing they put the top card of their deck to the bottom.
But just a suggestion.

Why are the Phantasmal dragons iin the deck if its supposed to be a milling deck? Would Merfolk Mersmerist follow the milling theme a little better?

How well did you place in the tournament? It seems like a solid build, but you might want to switch Jace Beleren with Jace, Memory Adept. Jace, Memory Adept has the zero ability of forcing your opponent to discard 10 cards from their library. That works really good to screw your opponent over
