Cannot really run Relic of Progenitus alongside Madcap Experiment.
I'd suggest Ground Seal, Leyline of the Void or Surgical Extraction.

Ohh White Weenie! A long time favourite of mine!
You might want to take a look at what Death and Taxes is doing. Also, Thalia, Guardian of Thraben is a must include for decks like these.
If you're trying to keep it budget, I might suggest New Benalia instead of Kabira Crossroads or even the new Desert of the True! Cycling old lands adds a lot to these kinds of decks.

If you're trying to stay budget and stay away from Path to Exile, perhaps a Condemn could find it's way into your deck or Oblivion Ring?

Instead of Inspired Charge and Guardian's Pledge, why not Honor of the Pure? It staying around gives you a huge push into the midgame with such small creatures.

Dryad Militant is a great card for Modern by the way. Turns off Snapcaster Mage/Thought Scour decks/Jace, Vryn's Prodigy and more!

Looks like a fun deck! Keep on building and tweaking!

Not sure Mesmeric Orb is as good as it seems. I'd probably push you towards Isochron Scepter if you're looking for an artifact slot, especially since it mixes so well with Silence!
Also, no Visions of Beyond?

Other than that, this seems relatively solid. Might want to invest in some Snapcaster Mage's for this though!

Glimpse the Unthinkable is too good to not play.
Also, not sure what format this is for. It's ALMOST a Modern deck, but it has 2x Counterspell. You may want to replace that with maybe Logic Knot or Mana Leak if you're looking to go into Modern with this.

Perhaps Jace's Phantasm can help too?
Oh, and Visions of Beyond is a MUST for decks like these! It's incredible!

If your goal is to reach 1 and exactly 1, you may want to look away from Phyrexian Unlife as it does allow your life to drop to 0.
Also, not sure if you're running enough creatures to make good use of Worship.

Is Vraska purely for use with Worship? Why not make use of Gideon, Ally of Zendikar then? It costs less and does more.

Since you're in Blue, I'd much rather see you make use of Tephy Mage as a way of finding those 3 Mana artifacts.
Trophy Mage also let's you do some sweet things with your side oard like put a Trinisphere and an Ensnaring Bridge too.

If you want to stick to Steelshapers Gift it's best to have Batterskull in the main. It's so good. Don't want to miss out.
Ever thought about Geist of Saint Traft? Also if you're in U/W, might as well make use of possibly the best manland (Celestial Colonnade). I'd suggest at least 3.

Cool looking deck, bit it could use some tweaking especially in the manabase. Good stuff!

3x Blood Moon in the main actuallly makes this deck relatively competetive.
You're probably going to want Hellspark Elemental as well.

Lash Out doesn't seem that good in a deck with such a low Mana curve. You might be able to make better use of something like 1x Burst Lightning and some Rift Bolts

Add 4x Celestial Colonnade and replace two Wrath of God with Supreme Verdict.also, if you're running Gifts, you might as well run the full package of 1x Iona, Shield of Emeria 1x Elesh Norn/Wurmcoil Engine/Griselbrand and 1x Unburial Rites

I'd push the Windstorm into the Sideboard.

Tezzeret's Gambit is great in a deck looking to Proliferate like this.
You're in Black, so it'd probably be good to make use of some of the better removal like Fatal Push and Go For The Throat.
(Also, if this is aiming to not be a budget deck, Abrupt Decay, Maelstrom Pulse etc).

I'm a huge advocate of ramp in decks like this. I see you've got the Cultivates, but I'd suggest Elves of the Deep Shadow, Elvish Mystic or Llanowar Elves. At least 4.

Otherwise, it seems like a really sweet deck.

I'd up those Experiment Ones. It's so good.
Strangleroot Giest is great and Young Wolf is a good Budget card.

With all these X-Spells, I'd suggest some ramp. Maybe some Elvish Mystic or Llanowar Elves. Plasm Capture is probably not that great as you're not running any other counterspells. This isn't really a control deck. You're looking to beat your opponent with fatties, so I'd stick to that if I were you.

Is this built with cards that you have laying around? They all seem to be from the same blocks (Gatecrash, Nyx and Theros with a few Core set cards). Are you going to be buying cards for this deck at all?

Beast Within and Vaporsnag/Unsummon are great cards for Simic. Simic doesn't get much access to removal.

I think you need a more solid win-con that AEtherling and Silumgar. I'm a huge fan of the card, but maybe something like Sphinx of the Final Word (or if you want it's more budget, little brother: Sphinx of Jwar Isle). 2 Gurmag Anglers could be decent too.

You're also really going to want a one drop cantrip (Serum Visions, Sleight of Hand or something like that). Control needs it's answers. You can't rely on draws alone.

Hieroglyphic Illumination or Glimmer of Genius are great budget draw spells for the mid game.
Spreading Seas is also lowkey one of the best cards in Modern.

I know this is budget, but you wouldn't happen to have any Fatal Push around, would you? It's just so good.

Not sure how much the Oketra's Monument does. Casting Caracal on 4 is nice, but making 1/1 tokens probably won't do you much good.
Harvest Season is really not that great either. I'd rather see more draw spells and creatures.
Do you have any other dual lands? I'd perhaps suggest more Fortified Villages.

I'd put a couple of Cartouche of Strength into the main as you're really lacking removal.

My only other suggestion is calling it Amonkhats.

If you do some testing against Zoo/Affinity, I'd like to hear some feedback.
On paper, I'm not sure it will perform well against those decks, but I could be wrong.
