seems a little creature light, since phenax needs creatures for his ability. wall of frost might be good to try to fit in here. the 7 toughness is great for him, and the no untapping will help with aggro. the UU will help devotion too. idk, just tossing it out there.

Thanks for the comment. It is on the lighter side for phenax mill decks(creaturewise) but I believe you have to have a balance of control to be able to effectively get to the point where you Can mill...plus the draw to hit what you need. so I traded those slots for some removal and draw mechanics.
