Vampires has 2 major issues, not a lot of board wipe or answers for the major decks in the game. Honestly I'd make the scepters into Crystal Balls and drop 1 Captivating for a fourth Hexmage. Also the blade is too slow... basilisk collars would be better or perhaps removal spell. Look into All is Dust for the sideboard just to give you a better board wipe option.

Far to expensive for the cards your playing. Add more swamps. If you say it works perfectly, than your just plain ol lucky.
Captivating Vampire is not competitive at all. Do you honestly expect to have 5 vamps out in tournament play? And the +1/+1 is not worth it at all, he's one forked bolt away from death.
I do like the idea of your deck. I have the blade but never really considered it. This has a few ideas I do like.
