This deck is pretty straight forward. Let your opponents discard cards each turn and drains thier life with Liliana's Caress and Shrieking Affliction. If you play against a aggro or token deck Cry of the Carnarium keep you in play. Dismember helps against some midrange strategies. In addition to that Smallpox is helping too. Sacrificing a land is painfull but more painfull for your opponent because your average mana cost is two mana.Duress and Harsh Security let you control the early steps of the game and Necrogen Spellbomb can be use to draw a card or to force your opponent to discard a card.

the rack would help shrieking affliction as another simultaneous win condition. its less than a dollar, so there's no reason not to mainboard it.

Going budget you could also think about Glintsleeve Siphoner and some Energy improvement like Aether Hub or Gonti's Machinations to ensure a filled hand at every time

With an avarage of 18$ per piece I don't think so
I use nyxathid for my creature he works pretty well in 8 rack decks i tried augur he was kind of slow for my taste
+4 The Rack, funeral Charm is very good, you can discard at instant speed. And, when the opponent has no cards in hand, you can use to kill some creature, or to enhance your owns.
