I know that this is an old deck, but I wanted to throw out my suggestion of Mimic Vat.

You have 8 copies of Hymn of Tourach.
Also, with discard, Nyxathid is nice.

Because they can't win if you don't play.
I like it.

Referring to Mystic Retrieval? Call to Mind is 1 mana cheaper, and comboed with Ascension, lets me grab the other Call to Mind that's in the graveyard. I do like the idea of adding some draw, and Faithless Looting might just do the trick.

Yes but I don't like the 3 mana to copy an instant/sorcery. I did just take out lighthouse chronologist and add call to mind. So I have the Pyromancer's Ascension/Call to Mind combo going for me now.

That would be because I only have 3 arcane spells in the entire deck. 3/60 is a 1/20 chance of getting that card, let alone trying to get that card with anything else. I don't like the idea of taking out stronger burn cards for a potential stronger burn combo.

I love fun themed decks, even if they aren't strong. This looks really fun, I just made my burn deck as well, might want to check that out if you enjoy fun decks as much as I do.

Is Pestilence an option? Maybe a Basilisk Collar is what you are on. Damnation, Wrath of God, Day of Judgement, any of those. Maybe it was a Dark Ritual that brought you two together (whoops already in there), or perhaps Doom Blade. Debtors Knell even? I'm running out of cards now, but I like how this is all in good fun.

huh, I guess I just prefer breaking's 8 card mill over dream twists 6 card mill, especially because it's cheaper mana wise in the grand scheme of things.

Alright, as long as you like what you have. One thing I still don't understand though is the inclusion of dream twist. Why have that in as apposed to some more control/stronger mill card? I tend to avoid the small mill and go straight for the larger chunks of cards, but it really depends on what you're aiming for.

With a lot of only 1 or 2 of a card, you aren't likely to see what you need as much as you would like. I understand that this is supposed to be a budget deck, but if a deck doesn't function correctly, then the budget doesn't mean much, in my opinion. By no means is my mill deck budgeted, but you may find some ideas from it, http://www.mtgvault.com/deidrick/decks/high-quality-ub-mill/

I would take out 4 Paranoid Delusions and add 4 Breaking // Entering
As well as take out the invisible stalkers and add something to block with, maybe Wall of Frost?
I would ignore some of the smaller mill in favor of the larger, as well as add another means of winning. Most decks will have a theme, but it isn't always good to focus 100% on that theme. My deck is standard and I haven't dabbled in modern nearly at all, but I'll link it here, http://www.mtgvault.com/deidrick/decks/high-quality-ub-mill/
It has both mill and some decent creatures. Not only that, but some of the creatures help the mill. For instance, Thassa makes Mirko Vosk unblockable, Wall of Frost blocks for Jace, Nightveil specter adds to blue devotion and mills if needed. See what I'm getting at?
There was also someone who tried helping me when I was building mine but he forgot it was standard. I'll link that as well, http://www.reddit.com/r/Magicdeckbuilding/comments/1qyn3z/i_made_a_standard_bu_mill_deck_but_i_dont_know/cdi5tck
