I like the amount of card draw you have here, and the fact that this version of the deck is on a better budget. Suggestions I can think of are maybe adding a couple of Diabolic Tutors to help you get the combo, or maybe a couple of Horizon Chimera to take advantage of how many cards you're drawing. Other than that, nice work!

I might do -3 burst and either +1 tutor and +2 Kiora or vice versa.
This is a really cool deck. Infinite burn/ life gain, infinite mill, draw as many cards as you want, serious hand disruption. I love it. You should try out infinite 1/1 counters or infinite scry to set up more combos. Last night, I made a blue green deck centered around infinite mill/ control with mindreaver. Well they're not infinite, it's limited to the amount of mana you have out. The only exception I believe would be enchanting a creature with inspired with Karametra's Favor? Thanks for the comment though.
