Cursecatcher and Silvergill Adept are good merfolk's and not that expensive (I think). Cursecatcher is also kinda aggro-control wich seems like the type of deck merfolk is.
what kind of merfolk deck do you want?
If you want to have a chance in legay with zombies you will have to play 4 hymn to tourach
goblin guide is pretty good in burn. I would cut the quest's, they are a pretty bad topdeck
or Fieldmist Borderpost. There is something better but not something cheaper :)
some cheap dual lands maybe.
sqaudron hawk is good with vengevine, if your budget
is this budget? because if not then tarmogoyf and fetchlands seems pretty good for this deck
I dont play EDh but boardsweepers like WoG, day of judgement and Akroma's Vengeance seems popular
this reanimator deck seems pretty powerfull. I would cut the Oona's Prowler's and add a fouth brainstorm, thats my only input. As I said it seems pretty good
They are stables for the normal legacy merfolk deck, but I guess if you are experimenting they are maybe not necesarry
