Gyre Sage could be very nice, especially for giving Primordial Hydra that extra boost early on.

This deck looks like it could run well in a variety of games. It doesn't require much mana and definitely not much money, and it doesn't rely on one or two unique cards. This is easily one of the best budget decks that I've seen, even though it probably wasn't made as a budget deck. 10/10 would take to dinner and introduce to my parents.

If you don't mind adding an extra creature in, Frontline Medic can act to add that little bit of extra insurance for tokens in case of a "Destroy all attacking creatures" moment.

Explore can be a decent replacement for Urban Evolution. Even though it's a bit riskier as far as drawing lands goes, it has potential to bring out more lands early on in the game. Besides that note, this is a very usable Simic deck on a budget.
