As long as they aren't Legendary creatures and have the exact same name it is allowed. At least that is what I read.
Actually, Alfred is right. You can't legally have Kaalia, Zenith Seeker both as your commander as well as having a second copy in your deck.
You can have Kallia, zenith seeker in your deck, because kaalia of the vast is your commander. Maybe Aurelia, the warleader would be a good replacement
why not put kallia of the vast as commander?

yeah thought so. also after playing against this deck I can safely say that it is brutal
