OH wait.. I just read Whispering Madness properly..

Everyone draws cards equal to the biggest hand.. so you can't force your opponent to keep a short hand :/

Really like the idea if using Whispering Madness to keep your opponents hand low! But if this is the "combo" you want to play, why not focus on it properly?

I actually ran this build of Splinter for a while and it worked pretty good (well without Crashgate).
I like how you plan to use the Gruul ability to get creatures in your graveyard.

Only thing I miss is a couple of flings, they end the game pretty fast once you have a ghoultree in :P

Skip Nightveril, drop at least 1 Abberation. Add 1 more Lazav and 1 more Wight and add 3 Aetherize.

I'd reccomend dropping the Broker, Essence Harvest and Grisly Spectacle and go for some proper removal instead. The Specter isn't very good either to be honest since your not running anything that gives other colors than your U/B.

Other then that, looks very nice :)

Very very nice idea with Rapid Hybridization!
I'd switch Perilous Research for Bioshift, not only would it make the deck standard legal but you can draw a ton of cards with the Phantom Mage :D You can also use it to save an undying creature that has a +1+1 token by moving it when it's about to get destroyed :)

You don't seem to be very worried about Boros or RDW though, how come?

Epic Experiment sounds nice on paper, but it's very hard to get it going good. If you really want to keep it, only have 2 of them in the deck, tops. When you use it you want to have as much mana as possible anyway.

You're running for Pikes but only 7 creatures. Pike is a tough card to balance since you needs spells in GY but you need creatures to weild it. Taldrand is a good idea, however he is easily removed so you need a backup plan.

As it has been suggested already I will add my vote to Delver, another nice creature for control decks is the Lone Revenant.

Your deck name says Buddget, but which budget? Is Mortars too expencive? if not, they are very very good.

I think you can drop Think Twice as you aren't running any miracles anyway, and if you want library digging, Desperate Ravings is a lot better.

Need to run but i'll try to think of some more ideas :)

Rootborn Defences or Safe Passage works good as a sideboard against sweepers :)
Its funny, I started thinking about building something very similar yesterday, but I have some more expencive cards so I was thinking running Silverblade Paladin instead of Nearhearth, and Traft instead of Fencing Ace :P

This looks nice as is though :)

If you get some Galvanic Alchemists in there you can do the infinite mana combo and mill opponents entire deck with Sands or Increasing ;)

Galvanic Alchemist + Axebane Guardian + any 3 defenders on the board = infinite mana :)

Drop Fervor, you don't need it with 4 Lightning Maulers.
Drop Hellsteed, there are a lot better cards out there. Even if you want to stay on the cheap side I'd say Chaos Imps are better.
Drop 3 Devil's Play (you have 2 Rakdos Return)
Lobber Crew is a pretty nice creature for this sort of deck as you have good defence with it and it can ensure you get to play Rakdos.
Add 2 more Searing Spear and 4 Pillars for early creature removal.
Switch Reckles Waif for Nobles instead.

You might want to concider some form of card draw, maybe a couple of Blood Gift Demons?

You do not need to fear Curse of Death's hold with this deck, so no need to side board against it.
Dreadbore, Slaughter games, Appetite for Brains and Duress are nice Sideboard as well as Rakdos Charm.
