Going through old decks. All the memories, when I was a poor deck builder. This is more of a challenge deck from high school where we wanted to make a deck that won with [Hedron Crab] since it was such a unique card. It is not a good deck.I still like the concept of using ramp and draw to mill the opponent, so I'm going to update deck list with more recent cards.

Diligent farm hand can be an early blocker for you and can fetch basic lands, wind zendikon can be useful too, and vapor snag for protection

I'll think about that diligent farm hand I was just going through some practice draws online and it seems pretty good
I might be misunderstanding the concept behind your mill deck so please fix me if i'm wrong. But I think in mill decks if you splash a color black would be better. But as it is I would make these changes: I would take out the ice cage and replace it with guard gomazoa because it is flying cost the same mana and can technically take more of a beating(unless someone is running a burn deck). I would take out the 4 increasing confusion and put in 2 Traumatize. I would up your Thought Scour to 4, up Brainstorm to 4. I also like Visions from Beyond a little better than preordain because in a mill deck your opponent will reach 20 cards in his graveyard pretty fast. I would also take out the 4 Harrow for 4 dreamtwist, in a mill deck you wouldn't really need that much mana ramp most of your mill cards are pretty cheap to begin with, vapor snag is something you might consider for quick defense or if you like a chump block I prefer dawntreader elk over dilgent farmer.
