Play hunting grounds early one and use mill cards like tomb scour on yourself to activate hunting grounds threshold. Clear the field to force opponent to cast spells with cards like Evacuation. And counter spells with Draining whelk. (PS don't worry about milling your good creatures out they all reshuffle into library.)

Cut both evacuations for another thoughscour and tome scour. Then Add some fetch lands for consistency and you have a competitive modern deck.

I was trying to make this legacy would you still give the same recommendation? also note i have evacuation to clear the board and force the opponent to play spells.
Also that wouldnt make it legal in modern
