Deck Description

Basic Idea
This deck is intended for first-time players. To make a beginner friendly deck I decide to keep the deck extra simple, so that the new player can focus on getting to know the rules, tactics and understanding what's going on.
Izzet attacks the opponent on multiple ways until it can decide for the best way to win. It has a wide arsenal of spells like counterspells, direct damage spells, or removal, making it a rather unpredictable deck for it's opponent.
I decided against another Kiln Fiend/ Nivix Cyclop/Wee Dragonauts Deck as this might be too aggressive for the other decks of this series.

Cardpool and Budget
Mass-strengthening-effects (+x/+x to all creatures) and cards with multiple effects are not allowed. Lands are limited to Common's and Uncommon's, no Rare's or Mythic's. Other cards are limited to Common's, Uncommon's and 1 Rare (max. 4 copies) per deck, no Mythic's.
The overall budget should be between 15 to 20$. (Estimated mid value).

Tests
I have tested this deck against other beginner decks. The decks I tested against are a mixture of Control and Aggro and the result are recorded in a spreadsheet. If you're interested in details from the spreadsheet, feel free to ask.

I'm open to all suggestions and ideas that may help to improve this deck.

How to Play

"‘Spellslinger" is a term for decks that focus primarily on instant and sorceries. They often contain a mix of low-cost spells that may be cast in quick succession as well as high-cost, powerful spells that many other may find difficult to cast.

With 11 spells that can burn your opponents lifepoint's and 8 spells that will give you control over what, and when, he plays a spell this deck is a good mixture between aggressive play and control.
The creatures in this deck are not really supposed to attack themselves but support you when casting spells.
Goblin Electromancer lowers the costs of all your sorcerys and instants, while Guttersnipe and Young Pyromancer help you to convert even control-spells into damage and creatures that can attack.

Deck discussion for U/R Beginner: Spellslinger

The ability of Jori En, Ruin Diver can be difficult to grasp correctly as most people don't read the card correctly. Or at least this is my experience with newer players.

You could possibly include Runechanter's Pike; Spellheart Chimera; or Enigma Drake as a finisher. (I've not checked the prices on these yet).

Jori En, Ruin Diver is out and Enigma Drake is in, thanks for the suggestions. I thought that Jori En's ability might be to weak anyway so I would have looked for a replacement anyway.

Oh I love budget Izzet :)

Did I miss your rare card?

Is flying worth the one extra mana of Sage Owl compared to Sage of Epityr?
Augur of Bolas probably does a better job anyways.

3 Lava Axe seem a bit much. I assume they tend to stuck in hand.

With Guttersnipe, Young Pyromancer and Enigma Drake you seem to want to play as much cards as possible. Some Enigma Drakmight be useful.
Thought Scour and Serum Visions both are commons but probably to expensive.
Maybe simply Peek?
Stream of Unconsciousness would be a bit funny. (Goblin Electromancer is a Wizzard, so is Sage of Epityr and Augur of Bolas)
Baral, Chief of Compliance fits too (but would be your rare)

Kiln Fiend is a really strong attacker in case you want to go more aggressive.

Thank you for the suggestions.
I couldn't find a real good and yet easy to understand rare card so I opted to Enigma Drake as DedWards suggested.
The main Problem is that I want to keep this deck simple...stupid simple. So no cards with 2 effects or things like "as long as you control a XYZ unit".

No its not. Sage Owl got changed to Sage of Epityr. Didn't even know that card ^^

I hope (tough I can't say it until this deck has been played, which seems to be a while in the future) that with 4 Goblin Electromancer in the deck at least 1-2 will be an the field and the mana-costs for the Axe would be a little bit lower. Without them I wouldn't even have considered for this deck.

The problem I'm having with Kiln Fiend, Nixiy Cyclops or Wee Dragonauts is that they might be too powerful in comparison to the other 'simple' starter decks I did. I know how &/)/&$((?/% powerful Izzet can be with this cards ;)

After seeing you post count, I noticed you seem to have experience. Therefore you must be creating this deck for someone else who is a beginner to bring him closer to mtg?! That changes to perspective of the deck a lot.
e.g. I tried to find a better common draw card then Divination. But Divination is just that simple...

Yeah, that's exactly what I wanted to achieve here: Deck(s) for people that get to play magic for the first time ever. After some games, when the basics like mana. tap/ untap, drawing, stack, and so on, are a little fortified you can swap the deck for a more complex one but the first steps should be as easy as possible.
If you're interested my other izzet decks can be found under http://www.mtgvault.com/muktol/izzet/
Mostly pauper of standard decks tough.

Couple idea I could give, maybe replace Shock with Magma Jet one more to cast but, you have creatures to bring down the cost and scry 2 is a great addition. Vapor Snag over Unsummon not much difference but, the one life could win games. Also Desperate Ravings over Dangerous Wager great because you can cast it twice (with flashback) to draw addition cards. Just a couple small ideas hope this helps and deck looks like it would be fun to play.
