This one could work without using any cards from after Scourge. If you change your mind about that rule, I'm listing suggestions below.
Sliver Legion (This one would fit in perfectly with this. The more slivers that you create with Sliver Queen and Brood Sliver, the more powerful your slivers get)
Basal Sliver
Bonesplitter Sliver
Darkheart Sliver
Firewake Sliver (It gives all of your stuff haste and you can sacrifice those tokens from Brood Sliver to boost your other slivers)
Fury Sliver
Gemhide Sliver
Harmonic Sliver
Homing Sliver (It will be a lot easier to do those combos that you mentioned if you have the cards)
Hunter Sliver
Lymph Sliver
Might Sliver
Necrotic Sliver (Vindicate on a stick)
Opaline Sliver (It's like Crystalline Sliver, but it doesn't stop Magma Sliver and Crypt Sliver from working)
Pulmonic Sliver (You wouldn't need Winged Sliver or Bone Harvest anymore)
Quick Sliver (You can use this)
Sidewinder Sliver
Spectral Sliver (You can use this)
Spined Sliver (You can use this)
Telekinetic Sliver
Ward Sliver (You can use this)

Also, I'd replace Crypt Sliver with Clot Sliver, that way you wouldn't have to tap and could still tap to boost Magma Sliver or to attack. I'd probably move Sliver Overlord to the main deck, and I'd increase the amount of Magma Slivers, Brood Slivers, and Shifting Slivers to 4 each. You can't use your combos that you mentioned effectively with only 2 of each. Mistform Sliver is pointless, Heart Sliver should be moved from the sideboard to replace it. Root Sliver should be in your sideboard, you won't always be playing against blue. I'm just wondering, why do you hate all of the wonderful things that have happened in Magic in the past 10 years?

I'm going to say what I said on your Angel deck. There is a list of cards that would help this deck below. Most of them do not follow your stupid rule, as you cannot make a deck competitive in Vintage or Legacy that doesn't use newer cards.

That is not what I meant. It says on Mycosynth Lattice that players can spend mana as though it were any color. Because of this, you could spend your white mana as green mana. The plains would still produce white mana, you could just spend it as though it were any color.

Mycosynth Lattice would allow you to spend your mana as though it was mana of any color. With it you could use your opponent's red and green spells.

With them, I can get Archive Trap off for free. It is great, especially when I do it on the second turn with a Jace's Phantasm out. I can also use it on myself if I don't have the lands that I want. It also messes with decks such as Valakut and Urzatron.

Also, I got rid of Sword of Body and Mind and I moved Lightning Greaves back to the sideboard. Instead, I moved two Sudden Spoiling to the main deck. I never was able to find a right time to play Sword of Body and Mind, I kept having to decide between that and mill. I might get a Kozilek to protect me from mill. I am also considering adding Sadistic Sacrament to the sideboard.

Nice, needs Gilder Bairn. Also, I don't think Bolas, Tibalt, and Vraska are super-friends, I'd put them and probably also Liliana and Sarkhan in the Legion of Doom.

Actually, forget the idea of Geth's Verdict, for now I am going to go with Sudden Spoiling. If I use Geth's Verdict, one of Geist's angels will still get through, and it won't work at all if my opponent has more than one creature. Sudden Spoiling will also work as a fog when I need it, and it will help me stop decks like elf tribal.

I bought this deck and had 12 matches with it
Matches 1-3 were against a white-green exalted deck. I crushed it with Jace's Phantasm first game, was crushed by a Loxodon Smiter second game, and I came close but ran out of removal third game after having to Gof for the Throat a Loxodon Smiter and Knight of the Reliquary and was unable to stop a Loxodon Smiter with Rancor, Double Strike, and +2/+2.

Matches 4-5 were against a monoblue affinity deck. I failed miserably because of my lack of artifact removal. Because of this, I am replacing the Go For the Throats with Doom Blades.

Matches 6-7 and 11-12 were against red-white-blue control/aggro decks. I lost all of those matches, twice because I didn't have enough colored mana and the other 2 because of my opponent playing Geist of Saint Traft. Because of this, I am replacing the Hex Parasites and a Lightning Greaves in the sideboard with Geth's Verdict, which should be able to stop the Geist. It also will help if I run into an Urzatron deck and have to remove an Emrakul.

Matches 8-10 were against a red-blue-green deck. I lost one match to Scapeshift and Valakut, but I won another and my opponent conceded during the third after drawing no spells.

I am also removing Gruesome Encore. I am adding 1 more Mind Sculpt and until I get another Sword of Body and Mind, I am adding a Lightning Greaves to my main deck.

Nice deck, if you were willing to spend more money on it, I'd add Door of Destinies, Coat of Arms, and Cryptic Gateway. I'd also add Crocanura, Anurid Barkripper, Anurid Scavenger, Anurid Swarmsnapper, Bloated Toad, Chub Toad, Frogmite, Haze Frog, Species Gorger, and/or Whiptounge Frog.

See Ovinize, Diminish, Snakeform, and Serendib Sorcerer. Other than that, there are 2 problems that I see with this deck. One is Nimbus Swimmer. Protean Hydra and Primordial Hydra are so much better than that. I'd suggest removing Crocanura if it wasn't a frog. The other problem is your land base. If you want to do a multicolored deck, you need to use better lands than the gates. I'd also suggest removing the +1/+1 counter portion of the deck and making this a frog tribal deck.

You don't have many artifacts that you will need to be searching for, so Fabricate is kind of pointless. Also, Maximum hand size isn't that important, and if you think that it is, Library of Leng, Anvil of Bogardan, and Venser's Journal are way better. Also, just wondering, how are you planning to win with this? I see a lot of card drawing, tapping, untapping, and counterspells, but I can't see how you are going to win.
