Umm . . . it removes time counters. It may be the only way to play Pardic Dragon . . . it speeds up Arc Blade.
Rift Elemental speeds it up as well but ok i will sideboard it

Uh, why Wild Ricochet? When they copy the spell, the spell gets exiled from the suspend trigger, but since it's a copy (Not a card) it doesn't keep coming back or anything . . .
I'd think you would put it in a kind of cipher deck (exiling cards and copying)Maybe an exile-is-good deck(More likely, though, in a suspend deck)

You can get the dragon out turn 4 and most of the time if you get fury charm or Rift Elelmental you can put him out turn 5.
