This was my pick from the Commander 2013 pre-built decks. I decided to focus on Nekusar and added more cards that synergize with him, plus counterspells to protect him.
Your goal is to get Nekusar on the field and protect him with artifacts and counterspells. Cast a few assisting spells (that hurt opponents for drawing), and then let fly with group draw spells. The deck can be completely janky and fail to do much if Nekusar is tucked or removed too many times. Also, the deck is vulnerable as it struggles to protect it's owner's life total from creature attacks. :/
