Mono blue mill....I admire your tenacity.As for suggestions: maybe a touch more cycling. Preordain for something similar to serum visions. Gitaxian probe for a possible free card draw and seeing your opponents hand. Or thought scour for a draw 1 mill 2. If you speed it up you're gonna need more mana too, I'd suggest adding a couple more permanents(jace, fog bank, wall of frost, etc) and nykthos(really a great land in the mana production area). Or you could try running it off of the *counts devotion* 16 that you already have and replace a couple islands with nykthosAll in all its a pretty decent deck. I applaud you for stepping away from stereotypes and cutting your own road... I think I still have one or two mill decks on my file, although I think they are blue/black. But I encourage you to look at them and see if anything stands out to modify this deck.
