You could very easily make this deck Standard legal by replacing the Wall of Bone and Drudge Skeletons with maybe some removal to keep the Witches alive like Doom Blade and Pharika's Cure

I would personally use Dynacharge over Furious Resistance. It's the same mana cost, and almost same effect, but Dynacharge also has Overload, which is especially nice.

That's pretty awesome. If only it worked every time you played. How is it whenever you don't get the draw you want? Can it stand up for a few turns until you can get your combo? I'm just interested.

I wouldn't go to the extent of "best", but yes, it is very very good.

Because you can exchange control of Perplexing Chimera for a spell that an opponent casts, even if it's a permanent. So for example, you could take a Domri Rade in exchange for Perplexing Chimera.

I guess everyones definition of budget is a bit different from the other.

Have you tried Domri Rade out in this deck yet?

Pauper allows for only commons. This isn't a pauper deck

What about Elspeth, Sun's Champion? She makes 3 1/1 tokens a turn for her +1.

Why not use Steel Overseer?

Progenitor Mimic is a good addition

Oracle is an awesome card. I mean, if you have a Mizzium Mortars, from what I'm thinking, you would be able to cast it for it's overload for free.

I agree on Revoke Existence

You could always take out 2 Yoked Ox and put in 2 Brave the Elements instead. That way you can keep the Gods Willing, and use Brave the Elements.
