I really like the idea for this deck, but I think it could be more focused. I would argue for 1 darksteel forge, and 1-2 darksteel juggernaut, and taking out a copy or two each of Clock of Omens and Unwinding Clock. I would fill in this empty space with the regular myr (gold, leaden, iron, silver, copper) to help get you moving faster. Myr Retriever may also have a place in this deck.

This is the stuff I would get rid of first. Most of it isn't cost effective:

This stuff is stuff that's okay, but you can do better:
Altar of the Brood
Mardu Warshreiker

Dragonscale Boon
Crippling Chill
Force Away
Blossoming Sands

The stuff I didn't mention is decent and you could probably do alright if you are not able to take it out, or decide that keeping it in is better than taking it out.

Depending on how often you get Elvish mystic out on turn 1, you may consider switching it for Rattleclaw Mystic.

I haven't played your deck so I might be wrong, but I almost think you have too much ramp in there. Alternatively, cut out the Icefeather Avens and put in some other big creatures to take advantage of the ramp. Switch the avalanche tusker for something else; there are better creatures out there. I would also consider straight counterspells like cancel and dissolve instead of trap essence. Burn, such as lightning strike, magma jet, or crater's claws would also help you out.

Don't know how much money you are willing to spend, so be aware I didn't really consider budget. If you are going to run only Khans cards, I would consider making this into an aggro deck. Consider:
4 Icefeather Aven
4 Heir of the Wilds
4 Highland Game
2-4 Jeering Instigators
4 Alpine Grizzly
4 Savage Knuckleblade
2-3 Surrak Dragonclaw
2-3 Snowhorn Rider or Sagu Mauler or Sarkhan, Dragonspeaker

This will give you a relatively fast creature base. Some of them with double purposes. For spells:

2-4 Awaken the Bear
2-4 Become Immense
4 Arc Lightning
2-4 Cancel
2-4 Stubborn Denial
2-4 Icy Blast
4 Temur Charm
2 Crater's Claws

This will give you some control, dodge, and damage allowing for great versatility. Looking at all the cards I suggested, you're going to want about a 50/25/25% split between G/R/U for your mana base. Dual and triple lands will help you get all your colors covered. I didn't suggest Temur Ascendency because you aren't going to have many creatures out on the field that will allow you draw the extra card, and the turn you spend playing it could be used for playing a creature instead. I would suggest staying away from cards that have the emblem of other clans on them (Temur is the claw, but you probably know that) unless you have a specific reason to keep them in. Also, if you do take my advice, try to limit how many 4+ drops you have, since those go against the idea of an aggro deck.

Remember that what I'm suggesting is hardly definitive and is just my opinion. Feel free to take out or add in anything you think would be appropriate.

I've changed the deck to be more rampy and have a stronger late game. I'm going to switch out an Elvish mystic for a Rattleclaw mystic, and 2 elvish mystics for 2 sylvan caryatids. I was thinking of switching the last elvish mystic spot and one or two land spots with Temur ascendency now that I have more big creatures.

Please feel free to suggest changes. I thinking about switching in Mindswipe, Surrak Dragonclow, and maybe some more sagu maulers. Probably two more rattleclaws for the temur chargers.

I don't think you can consistently ramp into a knuckleblade on turn two. Your elvish mystic only produces green, so to get out a knuckleblade turn three you'd need a yavimaya coast in your starting hand. I think that more likely you're going to be ramping into your 5 or 6 drops a turn early, maybe two. Maybe put in two more coursers if you want more consistent turn 2 3-drops.

Not really sure what the current top 8 decks are, but you might consider switching your rabblemaster for savage knuckleblade, and Nylea for Keranos. Admittedly Keranos would become a creature much less than Nylea, but I think his effect is better. Also, Surrak provides mass trample. Maybe take out the Temur ascendency. If you are playing creatures on your opponent's turns then haste is useless, and I personally think that you don't have enough creatures with power 4 or greater to make the other effect worth it.

On the sideboard I would suggest switching Feed the Clan or Searing blood for reclamation sage.

Hmm, Rakdos is cool, but he really only helps you get out Harvester of Souls. Maybe consider Havengul Vampire, he gets a +1/+1 every time a creature dies. I did a deck like this as well and am curious to see what you think of it (it's named after the Avacyn Restored pre con, not your deck). http://www.mtgvault.com/cfatt/decks/slaughterhouse-redux/
