Drop the dreampod druid, fertile imagination, fungal sprouting, saproling symbiosis, and maybe golgari germination. The rest are fine to go in the deck

A lot of budget decks need to realize that you can "budget" out the cards in it and therefore have something that costs more than a $20 bill. Budget to me is buying $20-$30 worth of cards at a time when I want to build a new deck. Takes awhile to finish, but then I'm not using $0.25 alternatives that kinda do what I want to a $4 card that does exactly what I want

Landfall creatures like Rampaging Baloths, cheap but powerful creatures like Leatherback Baloth, enchantments like Gravity Well, and unless you want to keep it modern, enchantments like Exploration and spells like Explore. There's also fun stuff like Thragtusk that help with field advantage.

Correct. With vexing devil you would have to cast fling after it had resolved onto the field, so you wouldn't have the chance to respond to its effect with fling, because it isn't a legal target on the field at that point

None of those would really help the deck though. Aside from fetch lands, the only good option was Watchtower because it's a one color manland with high toughness, and even then fetches drastically increase deck costs so not everyone is willing to get them

Swell of Growth is a much better card here. Gets you a second landfall trigger and a nice buff. Good swap

I would highly encourage finding room for a few mox opal in here. They're bomb in decks that run artifact heavy, and provide some good ramp

I would say drop all four of them. You have hardly scathing that would need the mana reduction so it's not really worth it. I would toss in a full set of electrolyze

You can't use chromanticore as your commander because it isn't legendary. There are a few good options though. I would recommend either progenitus or child of alara based on their usefulness in a stompy deck

It's easier to pull of delirium if you have more card types to choose from. You have no artifacts, so baubles would be a good include as an extra card type to use. Creatures will inevitably end up in the yard, such as using a snapcaster on a traverse, then chump blocking with it to get it in the yard, then you have two types in there already with a spent traverse and a creature, so yeah that would probably be better in many ways.

Mid price is the more accurate one to go by. It's the average cost (not foils and mint condition)

Its actually a very helpful strategy. Budget builds can make excellent use of Evolving Wilds and Terramorphic Expanse, whereas non-budget decks can make excellent use of the ally and enemy fetchlands to help find not only basic lands, but even shocklands and beta lands. That's also why those fetchlands are so expensive.
