To be fair, Deathrite is a 1 mana planeswalker and also isn't legal in modern. Neither is Probe. Having Probe gone isn't that bad, but getting rid of DRS warped the meta so hard.

Need to cut the Gitaxian Probes to make this modern legal. Possibly swap them for 'Peek'. Other than that, pretty nice budget build.

They still tap for blue after all the basic islands die or stay tapped from boil and choke.

I run modern merfolk, so here is my advice.
-1 Jace
-1 Thassa
-2 Island
-1 dispel

+1 Merrow Reejery
+1 Vapor Snag
+1 Minamo, School at Waters Edge
+1 Oroboro, Palace in the Clouds
+1 Vendillion Clique

Jace is the opposite of what the deck is built for. The deck is a blue based aggro deck, and taking a turn off to Jace isn't what this deck wants to do. Thassa is cute, and can lead to powerful things, but doesn't attribute much to the merfolk tribe. Replacing the Island's for Minamo and Oroboro are key to stopping Boil and Choke. Also avoids nich cases where lands can be distroied. The Dispel main deck isn't where you should be either. V Clique is a sweet disruption creature that can swing a game. Sure, it isn't a Merfolk, but a utility Flash creature with upside is awesome. Either that, or run another Vapor Snag.
As for the SB, there should be Hyrucal's Recall, Dispel, Sea's Claim, Relic of Progenitis, Grafdiggers Cage, Echoing Truth, and some other meta spells.

All these cards I considered. They all seem slow considering I am not trying to play early game creatures that much other than ramping.

Not sure if this means much to you or not. But, you can take out the Crop Rotation for another Harrow and it would be modern legal in case you wanted to try it in an event.

I would take out 1 bloodline keeper, 1 aristocrat, 1 olivia, and run 3 asylum visitor. And yes, the lands would be changed. Aside from that, deck is sweet.

You have 1 too many cards, I would cut an Island personally. Also, have you thought of using some utility lands like Geier Reach Sanitarium, Reliquary Tower, Lonely Sandbar, Ghost Quarter, Strip Mine, Tolaria West, Halimar Depths, and Maze of Ith? Obviously not all of these lands fit, but some of them are amazing utility.

I think your Shadowborn count needs to be bumped up a little. I would say at least 30 minimum to have a more consistent flow of them going on. It's better than wasting a tutor on one ;) I do love the deck however! Never thought to do Orzhov for them!

You add tags to the deck under the sideboard area. Also, you can add 'EDH' or 'Commander' to the title. There is no real category to put decks in unless you describe them somewhere. Good luck in future decks made here!

I only own 1 Etherium Sculptor sadly. Going to purchase 2 when I need to order more cards from TCGPlayer. I have added the Power Conduit. So far, deck seems much more smooth!

I like the Etherium Sculptor and Power Conduit. Would be willing to try those, but the Master of Etherium would put my deck over $40 sadly. Thanks for the input!

In all honestly, I forgot Darksteel Reactor was a card! I might try it as a 1 of next to Contagion Engine, but it might just be too slow. Then again, if I do cut the Fabricate and 1 Mana Leak then I might have room for it. Swan Song might be better in the SB as a 1 or 2 of, but Spell Pierce could work over leak. I will have to test all of this. Thank you for the input!
