The Win Condition, while weak and time consuming, is:
Psychic Venom/Copy Enchantment/Clever Impersonator on Opponent's Lands.

This is the option you give your opponent:
Tap all your lands and take damage OR play nothing.

How to Play

Turn 1. Island. Force Spike.

Turn 2. Island. Play Psychic Venom on opponent's land.
He taps it and takes 2 damage. 18 life total.

Turn 3. Island. Copy Enchantment (copy Venom) and put it on another opponent's land.
He taps both lands and takes 4 life. 14 life total.

Turn 4. Island. Clever Impersonator (copy Venom) and put it on another opponent's land.
He taps all 3 lands and takes 6 more damage. 8 life total.

Turn 5. Island. Mana Web

Opponent is locked down!
Now force him to tap his lands by playing Pendrell Mists and/or Mana Short

This deck is very, very slow to develop.
Don't worry or rush.
Once you set in Mana Web, you can work on removing your opponent's creatures.

Most games that you win, you will probably have under 10 life left.
Game is going to take awhile. Probably around 8-10 Turns.
Sit back with a good drink, and wait it out.
Once you get 2-4 Psychic Venom/Clones on your opponent's lands, and Mana Web in play, you will most likely win.

Has TOO many 1 and 2 copies of cards.
However, I did see Contaminated Ground.
I thought of doing it when first making the deck.

4 Contaminated Ground
4 Psychic Venom
4 Copy Enchantment
4 Clever Impersonator

16 Cards that make opponent lose 2 life for every land tapped!
Add in Mana Web, and laugh!

Maybe Mana Web is only against an opponent.
Can't see anywhere else, that says otherwise.
Again, I made the 4 Winter Orb and 4 Mana Web deck, back in the day.
And Winter Orb is probably why I assumed you needed mana producing creatures!

Turn 5. Pay 2 mana for upkeep to Grandeur. Pay 3 mana to play Donate.
Donate the Grandeur to opponent
Turn 6. Boomerang the Grandeur. Opponent loses 20 life.

Good game.

Soul Barrier is the card that destroyed me, in my first and only Tourney.
Back in 2001.
Friends, at one of their houses staying over for the night.
8 people. 2 on 2
I made it to Semi-finals.

I had a blue control deck.
Opponent had a blue control deck WITH Soul Barrier.
It slowed me down, way too much!
At least the guy that beat me with it, lost in the Finals to a Mono Red Sneak Attack deck.

Did a few test games.
It is very versatile. I like it.
The games where I got two or 3 Psychic Venoms enchanted on their lands, early game, I won.
