Tibalt, the Fiend-Blooded would be a nice addition to this deck, his -6 ability would fit well with your theme and it can easily end the game

Perhaps an Ooze Flux if you need more creatures, or a Forced Adaptation to keep the counters coming ?

Maybe Goblin Electromancer would reduce the costs ? And Goblin Flectomancer will redirect spells as well. I built a deck around redirections and controller changes, maybe you can check it out (http://www.mtgvault.com/jujulatortue/decks/hadnt-expected-that/). I also suggest Reroute against annoying abilities

It's a nice card but the Wolves won't be upgraded by my Avenger, and I think I'll get enough creatures just with him and the Phytohydra ^^

I thought that the Peddlers would help me save my creatures : who would want to lose a 4/4 blocked by a Llanowar Elf ? I wonder if Deadly Allure would be better ? Just to avoid being attacked by annoying creatures on turn 3-4...

Maybe Sewer Nemesis would fit with this deck ? And the Mimeoplasm is fun too. Avatar of Woe and Jace's Phantasm would also work quite well.

Maybe you could add Ghostform or Artful Dodge to avoid losing your 4/1 turtles when attacking. I know you already have ghostly touch but it may not be enough.

Wow Dream Halls is a big card but I'm trying to remain modern legal as much as possible... But if I wasn't I would add it right away !
I added the Spellbomb and the Sandbar to draw in case of need (the Spellbomb works really well with this deck), so I don't know if it's really a draw thing... But again, I don't know ^^

The Magical Hacker fit just perfectly in my deck, just hadn't payed attention to the extension symbol...
Yeah some of their cards are really weird ^^

Wow this deck is scary !
I was trying to do a Time Shift deck as well (http://mtgvault.com/jujulatortue/decks/time-shift-2/) but I think I'll add some Panoptic Mirrors to it know that I've seen this combo !
(I wonder why Panoptic Mirror isn't banned or restricted this card is really awful)

Maybe you could use Redirect instead of Misdirection, it's much cheaper. I made a deck based only on redirections, maybe you can check it out:

I think it's difficult to make a very powerful milling deck in standard because you can't have big milling cards such as nemesis of reason or glimpse the unthinkable. Increasing Confusion is awfully cmc expensive compared to them.
The thing is you don't have many zombies on the field until the alchemist comes i.e turn 4, so you'll have to survive with fog bank until you can play it. Then you'll have to attack with it without it being blocked (cause 2 toughness on turn 4 is hard to save when blocked, that's why I put Ghostforms in my deck Force of Graft to save my Force of Savagery). So the arriving of Zombies is a bit slow...
That's why I would suggest a Hedron Crab (but only if you play extended) or you could put the bloody tomes in your deck to have a zombie per turn from t3 on. But apart from that I don't really know what to suggest sorry.

Instead of Increasing Confusion, I would suggest Glimpse the Unthinkable.
Instead of Trepanation Blade, Sword of Body and Mind
Maybe a Lich Lord of Unx. Four of them could make your deck deadlier.
And (perhaps in your sideboard) : Zombie Apocalypse
Unbreathing Horde is also a good card
