This is a combo deck. The combo is Triskelion + Phyrexian Devourerer in grave and a Necrotic Ooze in play. Another soft combo is reanimating Jin-Gitaxias before turn 10. There are a few other synergies, such as Consecrated Sphinx + Not Losing Before You Draw a lot of Cards. The reason that I consider this a "troll" deck is that it is a combo deck in EDH. If you ever played against combo decks in EDH, you should understand this naming even if the deck itself is not particularly "troll".
The deck is supposed to play like this: cast a lot of tutors until you have a combo and pray that your opponent doesn't disrupt it.
