Yea, saber won't benefit from equipping to a land.

Sure no problem. I don't know what format you will be playing but Aether Snap is just good against token theme tokens.

Well normally lord-type cards can't benefit from their own abilities. Its up to you if you want to add her or not though. If anything you just make her your commander.

You are missing Lovisa Coldeyes for sure.

Scapeshift, Life from the Loam, and Seedborn Muse should be added. Umbra Mystic would be nice to save your enchanted lands. The new card Realm Seekers from conspiracy could be good for fetching.

Any of the other 5 five colored. Go with Child of Alara.

Well you should add in All is Dust (my personal favorite), Divine Reckoning, Extinciton Æther Snap, Killing Wave (honestly not a good wipe as they can choose but if you drop enough mana they might have to sac all their creatures) and Hallowed Burial is also a nice one. Inundate, Wash Out, Evacuation, Sunder, Worldpurge, Cyclonic Rift and Upheavel for some blue "wipes".

Only creature I think you are missing for sure is Magus of the Disk, Steel Hellkite and Furnace Dragon. You said you wanted to avoid burn wipe but I still think Blasphemous Act should be added.

This isn't legal to use for commander. You need to use a blue commander to use blue colored spells. Also you have two Mind Stones.

Alright. A buddy of mine made a creatureless deck using her as the commander and having the card Proteus Staff. That way when Jeleva is out he could tuck her away and end up searching for her cause she is the only creature in his whole deck. This then makes it so he can put his deck back in any order he wants. After that you just kill her and recast her with all the cards you want exiled.

You don't have to do this of course but I would highly recommend adding in more instant/sorcery cards. You want to be able to hit those more often. A lot of people get into the groove that "Oh well I will just use my oppenents stuff cards". Most games that my buddy played he really relied on his own cards. The rest of use he might have gotten 1 or 2 cards to use from us and rarely did he ever get to use those cards. Only plus side was that at least he was able to exile cards from our library.

So who is the commander?

Wouldn't you want a way to recur your spine? You don't really have a win condition. Vess can be your wincon but you have no protection.

That isn't true at all. Edric decks still have use of moving around the top 3 cards of your library. Most games that I played with Edric he is kept under control and you can't do much about it. Being able to see your next three cards even if you will draw 3+ plus is still giving you a big heads up.
All EDH games I have played board wipes are amazing to have. This might be different in your play group but for mine sometimes you need to clear the board to control another player. Also the cards you listed still count as board wipe type cards. You are still clearing the board whether it is going to your hand, library, graveyard, or exile.

Playtesting is always good so try to play it as much as you can because each EDH game is different.
I also tried to make sure most of the cards I suggested were around $10 or less.

I use to have an Edric deck but I haven't used since two blocks ago so its pretty out of date. Here is what I would recommend for you. Feel free to disagree with anything.

Take out (Some that I don't find are all that useful and can be replaced):

Artisan of Kozilek
Cephalid Constable
Clone
Fleetfeather Cockatrice
Gyre Sage
Liege of the Tangle (makes it way to easy for you to lose all your lands in a single turn with out players playing MLD)
Nimbus Swimmer
Soul Seizer
Spawnwrithe
Beastmaster Ascension
Death's Presence
Trollhide
Flitterstep Eidolon
Hypnotic Siren
Giant Growth
Phytoburst
Preordain
Ordeal of Thassa
Simic Cluestone
Vorapede
Hada Spy Patrol
Archetype of Endurance
Ranger's Guile

Add in (you seem to be more or less on a budget so I'll keep the expensive ones I use to myself):

Chromatic Lantern
Whispersilk Cloak
Homeward Path
Aqueous Form
Glen Elendra Archmage
(These are just from your sideboard now on to what I can think of)

Seedborn Muse/Prophet of Kruphix
Orcale of Mul Daya
Sol ring
Darksteel Ingot
Cultivate/Kodama's Reach
Eternal Witness
Deadeye Navigator
Lu Xun, Scholar General (The chances of you seeing someone with horsemanship is none so he is pretty much unblockable)
Phyrexian Metamorph
Silhana Ledgewalker
Sun Quan, Lord of Wu (gives more horsemanship so more unbloackables)
Thada Adel, Acquisitor
Alchemist's Refuge
Hall of the Bandit Lord
Voidslime
Wingcrafter
Mirri's Guile (Sylvan Library is also a good card for top deck manipulation)
Journey of Discovery
Reap and Sow
Fleetfeather Sandals
Krosan Grip
Beast Within
Green Sun's Zenith
Worldly Tutor

A couple board wipes would be good too like Nevinyrral's Disk, Oblivion Stone, All is Dust, Steel hellkite (kinda of a wipe card, it is colorless and has flying).

I know that I am adding in more cards than I suggested to take out but this is your deck. This should help you decide what cards you really need and how useful they are compared to other cards you have in your deck.

First off, who is the general of this deck? This will help giving suggestions much easier.
It looks like you have a lot of unnecessary creatures and enchantments milling about in this deck which need to be replaced with lands.

All I need to do is replace Worldly Tutor with a modern legal card. I have thought about working towards a competitive modern deck. Might just replace the tutor with draw or more creatures.

I would suggest that you at least replace Gideon, Heliod, Think Twice/Serum Visions(better draw cards out there in your colors), Beacon of Immortality(I can see the uses with other cards you have but I think it is too slow) maybe a couple spot removals for more ramp or protection.

I totally understand. Some people don't get that their group is different from another group. I was just basing my suggestions off of what I have learned from multiple gaming groups. I also like to play with a fair deck for each group so some cards I just don't add in like MLD, heavy control, infinite combos, ect.
Also I didn't look at having Grave Pact/Dictate out with Elemental Mastery. Totally over looked the fact that they sac at the end of the turn.

I have different decks for different types of play groups from more beginner to hardcore.

That's fine and all but I don't think this deck runs that well. I'm also a not trying to discourage you or anything. I think you should slim it down to 60 cards and just put more 3s and 4s of in the deck. I understand not wanting to buy high cost ($) cards, even I try to trade for them. This deck has potential. I have a deck that also has some focus around Domri (R/G Beatdown).

Keep at it I'd like to see this flesh out.
