I know right! I am starting building a bant control and can't wait to see how it plays with her at the helm.
The only problem I see with Kiora is the low loyalty total...that 2 is very distasteful. Even worse at cc4
I definitely agree there but I feel in overall design she is more of a closer (I think her -5 is what you are shooting for), control early and mid game, drop her and protect get her ult off and win... With BANT you obviously have counters and Supreme Verdict and other areas of control via enchantments etc. I could also see her in a BUG Superfriends setup, TONS of board control and also still have the counters as well. BANT if you Sphinx's Rev, Verdict, D. Sphere and Elspeth; BUG for more targeted board control (Downfall, Putrefy, Doom Blade, Devour Flesh, Far // Away) also you have access to Vraska. Just my humble opinions but I am just a lowly FNM'er trying to move up in the world and know very little about overall card design and deck building so take my comments with a tiny grains of salt.
Just that vulnerability to lightning strike makes me leery
