I've seen good decks for under $10. I know most decks can't be like that, but that's what I'd say ultra-budget is. I've made decks for under 30 and I didn't think of them as ultra-budget.

How is $30 "Ultra-budget?"

Why are there only one of most cards

Not really what I was thinking of at the time, but maybe magmaquake

Add some cards that enhance flying since demons, angels, and dragons can have flying

Add some X mana hydras to get you cards as powerful as you need to.

I'd add a little bit more green. Other than that, really good. Also, platinum angel if you want it.

I'd still add some more tokens

Take out mnemonic wall. You don't have many instant/sorceries.

Add tezzerat (I think that's his name). Also add some proliferate cards- Inexorable Tide etc.
