I'd dump Minister in favor of some Hedron Crabs. Powerful milling tool, and a great 1st turn drop.

Do you have a way to reliably trigger Archive Trap, or does it simply rely on your opponent searching?

Sideboard in a Grindstone or two against mono-colored decks. They're super handy and not super expensive anymore.

I'd drop two of the Fleet Swallowers, since they're so expensive. Also, remember that they have to attack before they mill, so maybe Traumatize would be a better option? It's also a lot cheaper, so it'd come out faster than the Fleet Swallower as well. I like them being in here, though, getting those fish to trigger is such a satisfying thing to accomplish.

Playing three colors, you'd definitely need some dual lands and some Evolving Wilds to fix. You mentioned on the original deck that you built it fast, so I assume you just haven't had the time to add them. Interested to see where this goes. Cheers!

If you are concerned about the "best" decks, you've got a small handful of decks in each format to choose from. Magic decks CAN be fun and different. Maybe OP isn't taking this to a sanctioned tournament and just having fun with his playgroup? Maybe OP was theory building with an online tool? Maybe OP just bought a box and built out of it with a friend? There are a lot of ways to play Magic other than, "the best deck is X."

Also, if a tribe is built better a certain way, maybe offer some more information other than, "This isn't as good as that other thing." This site is a great utility to help deck builders tinker, and a lack of constructive criticism diminishes it's purpose.

Innovation doesn't come from the same repetitive action, it comes from creativity and thinking outside the box. Without new ideas, even if they fail, the community will stagnate and resort to net-decking whatever is built in the pro tour, even more so than it already does. Well done, OP. +1

I'd include some way to protect your combo creatures. Niv-Mizzet dies to Dismember, and Lab Maniac dies to Fatal Push, two (from what I understand) staple removal spells in the format. While Fatal Push is black only, Dismember is phyrexian mana, so it can be played anywhere.

I feel like I put Lightning Greaves are my go-to protection for creature-based combo decks. They are great protection and are colorless, so can be thrown on top of anything while playing any color. They just make it that much more difficult for your combo pieces to get destroyed. Could be vulnerable to the "fight" mechanic, though. Darksteel Plate makes a creature indestructible, but can't protect against Dismember. Maybe put them together? Although every piece of equipment takes away from the cards in your deck that actually help you combo off.

Just a few thoughts. I'm a sucker for UR anything. Nice job!

Bow of Nylea might be fun here. Deathtouch to all your attackers, plus some added functionality that's pretty versatile.

Otepec drops the mana cost. So does Knight of the Stampede, although it's not in this deck. That would lower this cost and allow for even more Polyraptors in the combo, as well as getting them out faster.

How does heroic intervention give infinite raptors? Possibly a combo I'm not seeing?

I'd personally drop Protean Raider. Eliminates the third color to work around, which may make the deck more consistent. AND it's not like you'll need more Polyraptors!

I believe OP included Rile to ping his Polyraptors to clone them, not for control, but some decent creature removal may give you time to build until you can drop your Raptors.

Traumatize is expensive, but brutal, maybe a one-of? I see the deck is tagged at Standard but is not standard-legal. Assuming you're not trying to stick to any particular format?

With a title like Insane Mill, you immediately grabbed my attention.

I like this combo, and I think that, while not necessarily competitive in the current meta, Mill decks can be super fun if they go off, and this one has the potential to do just that. Abandoned Sarcophagus is an interesting choice... Do you find yourself cycling much in order for it to be useful? I suppose it allows you to deck cycle as well as be an extension of your hand.

Just for giggles, you could include a one-of of Fleet Swallower. I built a deck around that + Fraying Sanity, and when it goes off right, the, "fish slap" echoes through the LGS with such power! Besides, unlike my deck, you have enough control/counter magic to afford it. Besides, as the only creature in the deck, they most likely won't expect the reel big fish to come down!

Fish jokes aside, really like the deck. Good job! +1

Gotcha. Yeah, sometimes it seems like I get into a rut of stand-by cards that start going into everything.

Grindstones aren't super expensive anymore, which would still keep your deck below $100, and against mono-colored decks it can be pretty destructive.

I like the concept for a casual setting.

One question is why Primeval Titan in the deck? He doesn't fit your theme, and as a big-n-stompy creature, he's not much bigger than you can pump your unblockable creatures with soulbond.

Since you're in green, maybe look into Forced Adaptation or Primal Cocoon? Permanent counters for buffing a hexproof unblockable creature.

Just a few thoughts. Cheers!

Seems like you and I had similar ideas at the same time. Who's your leader? The only Legendary creature you seem to have in the deck is Ezuri, and if I remember correctly, he's not allowed as a Leader. Might I suggest setting the format to Commander and setting your Leader in the Commander slot the deck template provides?

Pendlehaven and Pendlehaven Elder are a bit risky to play in this deck, as if you get any of your elves buffed, their abilities are useless. Also, look into Gaea's Anthem, it's great for mono-green tribal.

You can take a look at my decklist here for my Tiny Leaders based around Rhys and following a similar vein of tribal elves as yours: http://www.mtgvault.com/thumperhill/decks/rhys-tiny-leader/

Cheers!

Since you're depending on a creature to swing in for lethal, I'd include ways to protect them. The only thing I can think of at the moment are Lightning Greaves, but I'm sure there are other on-color options. Other than that, I like it!

Man, I'm a sucker for U/R Spells! Had a deck when Fevered Visions was still legal that was awesome. Just wish they held up better to time...
As for draw, I think you hit the nail on the head for available Standard options. Glimmer of Genius is one of my favorite draws in the format.

Love to see the "How to Play" section actually have information in it, and yours has plenty! It's one thing to see a deck list, it's another to hear the builder's explanation of why things are in it, how they play it, etc. Good job!

Collected Company is almost a must for Elf tribal. Also, you've got two black cards sideboarded, but no way to cast. Dual lands (Gilt-Leaf Palace, Hissing Quagmire, Woodland Cemetery are the ones I use, I'm sure there are others) would help, and open you up to black. Also, since you've got a fair amount of token producers, Second Harvest isn't a terrible idea either.

I also like Joraga Warcaller, as it's a one drop for 1/1, but you can kick it later in the game to produce a tribe/wide buff that's pretty insane.
