Deck discussion for Rosheen

What about Kazandu Refuge and/or Rugged Highlands over Gruul Guildgate?

They are technically better and are also only about .25 cents and .15 cents each, respectively so still good budget choices.

Big creatures are way better big trample and some other utilities. I recommend changing your hydras.
+4x Voracious Hydra (trample and removal)
+4x Lifeblood Hydra (trample and card advantage and life gain)

-4x Apocalpyse Hydra
-4x Mistcutter Hydra (put it in sideboard)

As much as I like those ideas apocalypse hydra is still a large removal hydra and its cheaper than voracious hydra. Also lifeblood hydra isn't modern legal (its commander) as this deck is meant to be more a somewhat budget modern deck.

28 lands depending on the deck, is usually bad for most decks. 22, 23,24,25,26 lands, depending on deck is usually good for usually most decks

I like this idea, but this deck looks too slow. :/
Rosheen Meanderer is an expensive card. You need to play something more interesting in turn 4, it is too late to start accelerate. On the other hand, the boost is great... Still not sure about it.
Why both 4xBanefire and 4xDevil's Play? the "X" damage is fine, but you need something to the start. I'd play 2 of each. You do not want to kill Deathrite Shaman or Monastery Swiftspear with 3 mana. You want to stop them as soon as possible with big-enough hydra.
I'd try to add some of these cards to make the deck faster:
Sakura-Tribe Elder
Birds of Paradise / Llanowar Elves / Elvish Mystic
Arbor Elf + Utopia Sprawl
Whisperer of the Wilds
Kodoma's Reach
Search for Tomorrow
(I hope these are enough for budget deck.)
