The only card I would say you need 100% in every game is Celestial Dawn. It allows you to cast any opponents cards despite their colour. For multi-player games its always fun to sub in Coercive Portal for Nevinyrral's Disk to add some extra political interaction. I've been trying out various voting cards or "every player chooses" cards in my EDH deck and I must say they are for sure something I'm going to invest in. Even though they aren't the greatest cards they are bucket loads more fun than the quote un quote best EDH cards. If you want a more competitive outlet sub in Mindlock Orb and shut down tutor heavy decks. It might not seem like much but the disruption in insanely painful for those decks, turning their $30-$50 tutors into junk cards. Over all its a super fun multiplayer deck that has a tone of political interaction.
Unfortunately, due to the price window I was dealing with and also my play group I would restrict this deck to a multiplayer format. Use your mana rocks to ramp into your big spells and mostly just try to disturb the peace while developing your board. Win conditions if your feeling particularly savage are mind slaver lock, infinite mana and cast every one of your opponents spells, infinite mana and capsize, or just beat them the fair way with giant sphinxes.
