Deck Description

I saw limeanlemon's budget Vampire deck:
http://www.mtgvault.com/limeanlemon/decks/budget-mono-black-vampires/

And I thought I'd have a crack at it. His limit was $25, so I chose to stick to that limit too.

I wanted to include a pair of Guul Draz Assassin as I remember how much trouble it was to play against once it reached level 2, let alone level 4. But, alas, the Assassin is too expensive ($).

The sideboard shows other cards I considered.

*Edit 9 May 2017:
-3 Devour in Shadow
-4 Ring of Xathrid
-2 Guul Draz Vampire
-1 Vampire Nighthawk
-3 Dead Weight
+3 Smother
+4 Vampire Hexmage
+3 Viridian Claw
+3 Tragic Slip

Reading through the comments below, I decided to tweak the design:
> Smother is, in most cases, a better budget creature removal than Devour in Shadow.
> I can't believe I forgot about Tragic Slip. It still kills mana dorks, but the beauty is the ability to kill really big things when one of our creatures die.
> Guul Draz Vampire isn't great until mid / late game and Vampire Nighthawk costing 3 is surprisingly heavy for a 22 land deck.
> Vampire Hexmage having first strike is another thing I completely forgot about. It also doubles as Planeswalker removal, so that's always good. Also, the sacrifice effect triggers Tragic Slip in a pinch.
> Ring of Xathrid requires time on a creature to become good, and time is something Aggro doesn't have a lot of.

How to Play

Thanks to the deck's curve, we have a very aggressive gameplan.

Turn one plays:
> Vampire Lacerator: A 2/2 for one mana, can you get any more aggressive than this in a single mono black creature?
> Pulse Tracker: Effectively deals 2 damage on each attack.
> Guul Draz Vampire: This is last pick turn one play as it only becomes good ones the opponent is low on health.
> Tragic Slip: Often better kept for its Morbid trigger later, but killing an opponent's turn one mana dork is also an option.

Turn Two choices:
> Gifted Aetherborn: This is probably your best play 99% of the time. Mini-Nighthawk is awesome.
> Gatekeeper of Malakir*: You should almost always kick this, which takes it to the turn three category. But sometimes you just need board presence.
> Smother: Most things you want to kill in the early game in Modern costs 3 or less.
> Bad Moon: Proper "Lords" are way too expensive for the budget, but this fills their primary role quite well.
> Viridian Claw: Was going to use Bonesplitter for the +2/+0, but first strike is so good. Giving Gifted Aetherborn or Vampire Nighthawk first strike along with their built in deathtouch is awesomeness.

Turn Three onwards:
> Gatekeeper of Malakir*: This is the best time to play this for full value by kicking it.
> Vampire Nighthawk: The best creature in the deck, especially after a few turns equipped with a Ring of Xathrid.

Deck discussion for Cheap Vampires

+1
A card that I can strongly reccomend for budget decks as removal: Tragic Slip.
Viscera Seer is a good thing when playing against removal heavy decks as he allows to make use of your dying creatures to manipulate your library. He can also help to activate Morbid for Tragic Slip. You could also use something like Bloodflow Connoisseur, Blood Bairn or Indulgent Aristocrat.
Vampire Hexmage is at least a solid sideboard choice. cc2 for a 2/1 first strike ( a rare good among black) is not bad but he shines when your opponent dares to put something with counters on the battlefield.
I'm no big fan of Guul Draz Vampire at last not in a full playset. He only becomes strong when your opponent is low on health, as you already mentioned, and are on the way to win the game.
Personally I'm also unsure if Ring of Xathrid is worth the mana. Using a simple Bonesplitter or something similar costs less and has an instant bonus while you have to wait for the Ring to take effect.

Greetings
Muktol

Thanks for the suggestions. I always value your input, even if I don't use it. That said, I can't believe I forgot about Tragic Slip, it's the original Fatal Push :P

Shadow Alley Denizen can be fun. It's even good later in the game from what I've found. Vampire cutthroat will allow you to keep gaining life. As muktol said, viscera seer could help you get what you want

Shadow Alley Denizen is a great card for its cost, but space is limited. Only thing I can see it replacing is Guul Draz Vampire, as the rest are great at their costs. And talking if cost to effect ratio, because I've effectively gone Aggro, Vampire Cutthroat's stats and abilities don't quite cut it.

smother and bile blight end up being the forgotten black kill spells. if you really want to dig deep you could play dash hopes!

Smother is good. Switch out Devour in Shadow for it. Bile Blight is good, but it better against decks that go wide, especially tokens, which makes it more of a sideboard card than mainboard. Beyond kill, I've never been a fan of holding up a card to react to the opponent in an Aggro build, so while Dash Hopes is great, it doesn't quite fit.
