I had a deck posted once that was called "This Deck is Infectious" and yes it was an infect deck, a budget infect deck that I threw together with the cards I had bought from a bunch of boxes and this guy commented on it was like "this deck is not infectious. this is a poor excuse for an infect deck, if you want to see a real infect deck take a look at mine" i held my calm and deleted his comment but that kinda talk makes me want to punch their baby

Commander decks need to be based around Legendary creatures, Planeswalkers are not legendary creatures. The only Legendary creature you have in here is Kozilek, Butcher of Truth so right now that is your commander and technically you should only have colorless cards in your deck. I'd suggest moving that Talrand to your mainboard and making him your commander to keep it a mono-blue commander deck.

You shouldn't have so many 1 of's in a deck. You'll get fucked cuz you won't be drawing the angels you need. Pick which ones u like the best and increase their numbers to 3 of's and 4 of's. You say this is the first deck you've ever played so I'll tell you this: I used to make decks just like this and they are absolutely atrocious. I know you think your strategy is that you put out a bunch of legendary or powerful angels but they have no synergy with each other. You need synergy for an effective deck and you need consistency for an effective deck. With so many 1 of's this deck will play differently almost every time.

I love me some creatureless decks : ) +1. The only thing I would suggest are 4x Steam Vents and 4x Sulfur Falls. If you really wanna get crazy with the dual lands then you could add Izzet Boilerworks or Izzet Guildgate but I'd recommend the Izzet Boilerworks

it's not worth splashing black for only 3 cards. I'd suggesting cutting the deck down to 60 cards and add some removal.

I haven't seen a deck with Sapling of Colfenor in a while so I had to +1

get some duel lands in there either Hinterland Harbor or Breeding Pool, then get some more ramp like Farseek or Ranger's Path. I personally love U/G so good luck making this deck!

You should definitely get some Steam Vents and Sulfur Falls, otherwise a great looking deck.
