Yeah, I've actually made quite a few Modern tourney ready decks for about $30. Check out my Ascension deck and you'll see what I'm talking about, it's an infinite combo deck for a minimal cost.

I don't see how his can be considered a budget deck in any way when its low end cost is almost $100 haha

Instigator Gang actually just gives attacking creatures you control a bump and Immerwolf bumps up the power and toughness of both werewolves and wolves. I honestly don't think it would take much red if you threw in a couple of rampant growths for fetch (which would also help you get more forests out).

I agree with the 4 Lightning Bolts, it's probably the best burn card ever printed. I'd also drop Kiora, personally. It doesn't do that much for this deck and I think it's just taking up space that could be repurposed for something else. Mana Leak would be a great addition, maybe drop the Cyclonic Rift altogether and I don't think Remand is really worth it as it's overload cost is too high and you'd just give your opponent the chance to play everything again. I also think that there's a bit too much ramp in here, the Oracle of Mul Daya and Cultivates would do just fine and allow you room for more creatures.

I think this would do a lot better with some red splashed in and a few Immerwolfs and maybe a few Feral Ridgewolf as he's a good trampler and would provide you with more ability to inflict damage until you get a big creature like Wolfir. I know it's straight up wolves but if you mixed in a few werewolves for added ability I think it would run a lot smoother. Scorned Villager would help ramp it up quite a bit, especially if it's transformed and if you did throw Immerwolf in there, he would beef up the werewolves and wolves. Instigator gang would make your attacking wolves quite formidable and he has trample when he's transformed.

Alchemist's Vial could be helpful to protect you against creatures while you get everything in place, it would also be great in conjunction with Humble Defector. Or perhaps a Humble Defector and Refocus, four tap for 5 cards, boom. Fascination could also be helpful if you're pumping out land like I imagine this deck would.

I concur with the Magmatic Insight. It would be a good addition/ possible replacement if you wanted to make it mono red.

I might have a few suggestions. I think that it definitely needs more drawing, perhaps a howling mine or some burning inquiry? You don't have to discard three cards if you have no cards in your hand. Ior Ruin Expedition, Ancestral Vision, Magmatic Insight, Preordain or Serum Visions might also be some good additions. Countryside Crusher could be really cool in this deck too.

One card I'd highly recommend to defend you against control would be Witchbane Orb, it costs 4 but protects the hell out of your strategy.

It does indeed, thanks for the input! I actually had some smaller creatures in there like tukatongue thallid and at one point I had doomed traveler (when I was going to make it a Naya) but ended up taking them out. Shield sphere could actually be a great addition, I've used it in other deck but didn't think to in this one. I might leave the Chord of Calling because the convoke works really well with the devour. You can tap all your tokens for mana to play it, throw out a Thromok and devour all of the tapped tokens.

Exploration is the ramp to end all ramp and its CMC is 1. You can drop it and scute mob (or DM Outcast) on the first turn and make them crazy in no time. Oracle of Mul Daya seems a bit redundant with Rites of Flourishing already in there and playable at a lower CMC.

I personally wouldn't play Courser's Accord, the cost is way too high and the benefits too low. Spawnwrithe might be a good substitute as is basically populates itself every time you deal damage with it and it's relatively inexpensive. Parallel lives would also be a great addition if you want to pump out tokens. I would also consider throwing Bestial Menace into the mix. Four Voice of Resurgence's might be excessive as you can only have one out at a time. Overall it seems pretty good though, nice job.
