Wait, if your goal is to reach zero cards in your deck with Laboratory Maniac, why would you have a card to return your entire graveyard to your deck?

hell also if you wanted to really fuck someone over also have gnat miser and locust miser, so they have to draw insane amounts of cards then just discard them at their end step. Of course that would mean a splash of black, but just an idea really

Reliquary Towers so you can keep all the cards you draw

OH I SEE!! Use it just for scavenge! It's just 3 mana for 8 +1/+1 counters! Great combo that I didn't see. Same applies with the rest of the creatures it seems

No I saw the exact same thing. There's no point for force of savagery since you don't have any cards to give it toughness as it enters, it will just go straight to your graveyard

Timely Reinforcements would be a good life gain card, and so would war report. I extremely recommend Cloud Shift, use it to blink Captain of the Watch so you can use here token gen ability more than once.

I know this is mono blue but you could still use Gilder Bairn to vamp up counters, especially on Ludevic's Test Subject, who in my opinion is your game winner. Another card to add would be artful dodge, making sure damage goes through successfully

Good card but I'm not sure how I feel about the mana cost. I'm trying to keep the mana curve low. I'll think about it

Great deck, but i recommend to have endless ranks of the dead

Substitute your vanilla baloths with green creatures with effects. I can see the use of Leatherback since it's a three drop, but Enormous isn't worth it. Also I would look into more mana acceleration cards like Ranger's Path, or cards like Overgrowth and Wild Growth

I was really wondering how I would make Maze's End worth to put into a deck, you sir have found it. I would definitely run this deck.

Since all your spells are such low mana cost i doubt you need 21 land, but whatever floats your boat

Winter Orb seems like a decent card to take out, since it has a negative effect to you as well. Root Maze is another option. They both fit in the deck rather nicely, but at the expense for Vorinclex and Heartbeat I think they are ok to remove. Also since this is a legacy deck take out serene remembrance and add Repopulate, I think that'll do much better. As for Bear Umbra, I feel like that could do great in this deck. OH! and if you have the money for it add Primeval Titan, he is a beast when it comes to these kinds of decks.

I have a deck sort of along the lines of this, I also have Vorniclex, Voice of hunger and Heartbeat of spring. With that combo you can have 5 land produce 20 mana and it would screw over your opponents. Just an idea

Intangible Virtue instead of Sensor Splicer, lower mana cost and buffs your tokens even more

Cards that I recommend for a standard mill deck:
Curse of the bloody tome
Increasing confusion
Mind Sculpt
Sage's Row Denizen (since you have a decent amount of blue in there)
Balustrade Spy
Wit's End (possibly, just felt like it was a good pair with Aetherize)
Sands of Delirium
Runechanter's Pike (Pair this with your Vampire Nighthawk, a deathtouch/first strike combo will kill anything that would threaten you)
and the upcoming Dragon's Maze Dimir guild champion Mirko Vosk, Mind Drinker

Cards you should remove:
Spell Rupture (doesn't seem needed)
Artful Dodge (if the goal is to mill your opponent out direct damage shouldn't be a concern)
Think twice (much better cards for the purpose of drawing more cards)

I wouldn't say this is Orzhov, the only card from the RTR block is Godless shrine.
