R for 3 damage is fine.1R for 4 damage is according to you "Stupid"1R for 2 damage is acceptable? How is paying 1R to deal 1 more point of damage "stupid" but paying 1R to deal 1 less damage is okay?I'm sure even you can see how that doesn't scale properly.

I wouldn't exactly say it's officially banned. It's on a list of cards that are recommended that you don't play but in all reality the "official banned list" is only enforced on MTGO but in regards to Paper games of Commander you are more or less allowed to play whatever you want so long as your opponents are okay with it.It's more a list of suggestions than anything.
I'd suggest you just go play Legacy instead. Commander is a format for people who want to get the legacy feel but on a pauper budget.
I still think discard could really help some. Not too much of it though as it would detract from the main goal of the deck but it would greatly help you for the turn you try to go for it.

Also i think you should try and consider throwing in some discard or maybe Gitaxian Probe.
They can be hit or miss really but they offer a decent alternative to Noble Hierarch.
Fetches should help in smoothing out draws anyway.
24 Lands seems a bit tad much. 22 or 23 seems better to me, once you get up past 23 lands you start to wander into control territoryI'd probably cut Temple of Malady all together cut Pendelhaven down to one copy and put in two more Verdant Catacombs.

You don't really need versatility you need blistering speed. Ratchet Bomb is better to take out tokens then Pulse is. If you played spells to protect your creatures in the first place you wouldn't need to try and recycle your spells to begin with.
Actually RolledAOne they kind of do seeing as they've made it an officially sanctioned Fnm constructed format..And seeing as they control the banned lists of sanctioned formats they have full control over it.

There's no reason to "debate" you play it or you're doing it wrong. It's hard to block *It has flying* It dodges sorcery speed removal what else is there to consider? Also you need main deck way's to protect your creatures, yes Crusader go's a long way in dodging some removal but not playing at least some protection spells just feels wrong.
