A 4th Glint Hawk idol would really help the deck along. Also, @ Boomimmaboulder, Accorder Paladin is good in Tempered Steel. The deck can be very inconsistent in its kill speed, and the pally gives a third source of pump to your artifact creatures, stacking with Signal Pest and Tempered Steel. Metamorph can be used similarly to copy Signal Pest, or Adaptive Automaton can name whichever creature type you drew the most of in your opening hand.

Have you considered Phantasmal Image for this deck? It can copy your Enchantresses for extra card draw, and can be brought back by Sun Titan as a second Sun Titan.

Nice deck. The Royal Assassin/Lawkeeper is a nice classic style of play, but since you run it in full, is it really also necessary to run 4x Go for the Throat 3x Journey? You have heavy black in your mana base- try replacing some of your excess kill spells with Duress and Inquisition of Kozilek so that you can deal with non-aggro decks.

Surgical Extraction is useless against aggro decks. You remove all their Goblin Guides, and they proceed to kill you with Lightning Bolts. It should be a sideboard card for sure, though.

As a final note, you could always double up effects you like in the deck. Suture Priest can go alongside Blood Seeker, and 4x Tumble Magnets can be Gideon's Lawkeepers 5-8.

I saw your deck in the forums, and you said you wanted advice. Here is my input on this deck:

-You only have three artifacts in your entire deck. You should therefore not use Indomitable Archangel, which would need all three artifacts in play at once to do anything besides be a vanilla flier. 2x Consecrated Sphinx would be a better option in this deck as a more control-ish flier to complement Baneslayer.

-Another strong Flying creature, especially with equipments, is Squadron Hawk. You should probably run 4x in your deck. Also consider adding two more Grand Abolishers.

-Oblivion Ring is better than Arrest, as it is not limited to removing creatures, and Venser cannot destroy it outright. In the same way, Into the Roil is better than Vapor Snag, and Mana Leak and Spell Pierce are generally better than Dispel and Turn Aside. UW Control needs to be versatile: the control element of your deck is far too narrow in application for tournament play.

Keep working on this deck. UW Control is a strong deck archetype, and is easy to get into price-wise with the recent bannings of Jace and Stoneforge Mystic.

I would definitely do what the guy above said and choose a different counterspell, then add thrummingbirds/infuser. Are you planning on hard-casting Jin-Gitaxias? If so, you probably also want a couple more lands.

The sword/mystic package is a definite must, but if you are planning on using Metalcraft, Etched Champion is another creature option. Also, all the lifegain does not seem to be having much of a purpose in this deck. If/when you decide to change your decklist, you may want to make removing the lifegain cards first priority.

Looks solid. The Trusty Machetes and Darksteel Axes seem to be the weakest links, however, since they do not do anything that other equipments do not also do. Perhaps if you included Sword of Body and Mind, and Basilisk Collar, you would be given more options as to your final kill style.

Also, Necropouncer is not a very good card. The mana cost is far too prohibitive if your Stoneforge Mystic gets killed, and it doesn't do anything that Sword of Vengeance doesn't do better in this deck.

Otherwise, it looks pretty competitive and fun. It seems to be a great deck for using Indomitable Archangel in. And Kemba + Puresteel... wow. I had not thought of that yet, but it seems like a pretty nasty combo to be up against.

Nice Force-less Team America variant. You may want to run extra Black Sun's Zenith if you are planning on using it as a defense against aggro. Looks fun to play.

Also, how are Jace the Mind Sculptor and Misty Rainforest budget? Doesn't Jace cost even more than Force of Will does?

This looks very, very painful to play against. So many cards punishing aggro.... it seems like a typical game against it will involve sac'ing multiple permanents each turn, and having to tap all your lands just for a single creature to attack. BTW, isn't Balance restricted? You have 3 in your sideboard.

I am also trying Mono Blue in Standard, and have been trying to refine it for a little while. You may want to try draw engines, such as Enclave Cryptologist, Scroll Thief, or either version of Jace, so that you cut down the number of draw spells in your deck.
You are running four titans and three sphinxes. You do not need that many fatties, as if the deck plays right, you will delay and out-draw your opponent, and you can use a single fatty for the win while protecting it with counterspells. There are plenty of other good control cards to fill up those slots in your deck, such as mainboarded Ratchet Bombs, bounce spells, mind control/copy effects, Sleep, etc.

"Tutors" are cards that allow you to search your library to find whichever card you need. Examples include Liliana Vess, Diabolic Tutor, Enlightened Tutor and Worldly Tutor. Acquiring multiples of cards that are critical combo pieces can also help.

Also, 1x Prismatic Omen and 1x Grixis Illusionist is not enough to reliably get you the colors of mana you need. Shards of Alara tri-lands go for only $2 apiece, and are only uncommons. Consider getting a few of those, as well as more prismatic omens to help fix your color problems.
