I've offered this bit of advice to every person who's made a sliver EDH, and I'll offer it to you too!

Make Sliver Overlord your general and put Sliver Queen and/or Sliver Legion in the other 99. The reason is Sliver Overlord can find ANY other sliver, including the other legends.
